Citizens Constitutional Rights to Access Public Information in the Era of Digital Government

Abstract

The constitutional right of citizens to access public information is a fundamental element of democratic principles and transparent governance. In the era of digital government, public information disclosure has become increasingly important alongside the use of information technology to expand access, enhance citizen participation, and strengthen government accountability. This literature study aims to analyze the development of regulations, implementation, and challenges faced by Indonesia in safeguarding this constitutional right amid the digital transformation of governance. The review examines scholarly articles published in the last five years, both national and international, focusing on public information disclosure, e-government, and citizen participation. Findings indicate that although digitalization has expanded access to information, barriers such as the digital divide, limited literacy, and bureaucratic resistance remain significant challenges. The study’s implications highlight the need for strengthening legal frameworks, developing infrastructure, and implementing digital literacy strategies to ensure that citizens’ constitutional rights are genuinely upheld.
