The Role of Stakeholder Engagement in Public Finance Accountability: A Systematic Literature Review

Abstract

This study systematically reviews 48 publications (2012-2022) on stakeholder engagement as a driver of public finance accountability. The analysis highlights three main themes: participatory mechanisms, technology-based engagement tools, and institutional conditions that shape accountability outcomes. Results show that participatory budgeting, public consultations, and digital innovations such as open data portals and e-budgeting can strengthen transparency, decision making, and institutional responsiveness. However, their success largely depends on supportive political will, legal frameworks, and organizational capacity. Persistent challenges include digital divides and tokenistic participation, which limit the inclusiveness of engagement. The findings suggest that hybrid approaches combining face-to-face and digital participation within robust governance structures are essential to build more sustainable and accountable public finance systems.
